§ Mr. R. A. ButlerI am aware that a number of local authorities are concerned about this matter, and I am considering, in consultation with my right hon. Friends the Minister of Housing and194W Local Government and the Minister for Welsh Affairs and the Minister of Transport the possibility of extending the powers of local authorities to make bye-laws on the subject.
