§ Mr. Stonehouseasked the Secretary of State for the Colonies what legislation he has in mind to prohibit or control the employment of children and young persons under 16 years of age on agricultural undertakings in Northern Rhodesia.
Mr. MacleodThe employment of Africans under the apparent age of twelve years is forbidden by law except under licence from the Governor. No licences were issued during 1959. The Governor informs me that no legislation is contemplated to forbid or control the employment in agricultural undertakings of young persons between the ages of twelve and sixteen.
