asked the Minister of State for Commonwealth Relations how the expressed decision of the people of Nyasaland and Northern Rhodesia, as to whether Federation will mean that they gain or lose, will be made effective.

Mr. Alport

I assume that the hon. Member is referring to an eventual expression of view by the respective peoples of Nyasaland and Northern Rhodesia as to whether they wish the Federation to go forward to full independence. Any action to be taken as a result of any such expression of view would have to be settled by the Governments of the time in the Federation and in this country in consultation.
