§ Mr. BrookeI do not have this information in detail. But it is common knowledge that to a varying extent many authorities are handicapped by shortage of technical staffs, particularly architects.
As regards the last part of the Question, it is generally realised that the main hope for an improvement in the staffing 18W position must lie in a lessening of the competition for the services of the qualified men available.
