asked the Secretary of State for the Home Department what criteria are used by Government inspectors in determining whether a firework is dangerous under Section 1 of the Fireworks Act, 1951.

The construction and composition of fireworks is broadly governed by definitions in the Home Office List of Authorised Explosives. In the case of banger fireworks, there are also limitations, imposed by an agreement with the trade, on the sizes, types and weights of compositions. It is not possible to describe in general terms. within the compass of an Answer, what might lead an inspector to take action under Section 1 of the Act of 1951, but if my hon. and gallant Friend has any particular matter in mind perhaps he would send me details.
