Mr. Brockway

asked the Minister of State for Commonwealth Relations what provision has been made for Basutos temporarily resident in the Union of South Africa to participate in the elections for the district councils which will appoint members to the Legislative Council.

Mr. Alport

Basuto temporarily resident in the Union of South Africa will be able to vote in the forthcoming elections in Basutoland, provided that they have continuously maintained a home in the Territory or have lived there for periods totalling twelve months during the five years immediately preceding registration, and are otherwise qualified for the franchise. Regulations have been made providing that any such person may appoint a proxy, whose name appears on the electoral register, to vote for them on polling day.
