§ Mr. R. AllanMy right hon. and learned Friend dealt with this subject in52W his speech on 29th October. Since then there has been a new development which was set out in the communiqué issued in Geneva yesterday. This read: "The Delegation of the Soviet Union submitted a proposal to call in the middle of November a technical working group of experts of the U.S.S.R., the United States, and the United Kingdom for the consideration of the technical criteria which should be the basis for carrying out on-site inspections within an agreed quota In the course of their work the experts might also consider various technical data relating to the development of criteria. The Delegation of the Soviet Union propose that the experts should complete their work within a two-three weeks' period."
