asked the Secretary of State for Foreign Affairs why Her Majesty's Government have not acceded to the Convention for the Protection of Cultural Property in Time of Armed Conflict.

The provisions of this Convention are very complex. We have, therefore, had to make a thorough investigation of the extent and effect of the obligations which Her Majesty's Government would assume through ratification. This has taken longer than we anticipated, but the investigation is now nearly complete.
