asked the Under-Secretary of State for Commonwealth Relations whether a declaration has now been deposited by Her Majesty's Government with the International Labour Office applying International Labour Convention No. 87, concerning freedom of association and protection of the right to organise, to Nyasaland; and what modifications have been attached.

On behalf of and in agreement with the Government of the Federation of Rhodesia and Nyasaland a declaration applying International Labour Convention No. 87 to Nyasaland with modifications has been deposited with the International Labour Office. The modifications are on Articles 2 and 7 and are as followsA trade union as defined by national laws may not be established if, in the opinion of the public authority, an existing trade union adequately represents, for that particular trade, the objects of the proposed union". This declaration was registered by the International Labour Office on 23rd February, 1959.
