Mr. Brockwayasked the Under-Secretary of State for Commonwealth Relations, in the light of their responsibilities under Section 28 of the Southern Rhodesia Constitution Letters Patent, 1923, what is the policy of Her Majesty's Government with regard to certain Bills recently introduced into the Southern Rhodesian Legislature which are discriminatory towards Africans.
§ Mr. AlportAs I explained to the House on 18th March, my noble Friend's responsibilities under Section 28 of the Southern Rhodesia Constitution Letters Patent, 1923, do not become operative until the legislation concerned has been passed in its final form by the Legislative Assembly. It is not the practice to divulge what informal consultations may have taken place respecting any particular Bill or what Her Majesty's Government's decision will be before the Parliamentary processes in Southern Rhodesia have been completed.
