§ 73. Sir J. Lucasasked the Secretary of State for the Home Department if he will, if necessary, offer a substantial reward for information leading to the arrest of persons who unlawfully kill, or attempt to kill, police officers on duty, more especially as these officers are not armed.
§ Mr. R. A. ButlerThe offer of a reward for information leading to the arrest of a criminal is not advisable as a general rule; but special circumstances in a particular case might warrant such an offer as an exceptional measure.
