Mr. Swinglerasked the Secretary of State for the Colonies if, in view of the conflicting evidence about the activities and aims of the Zambia African National Congress, he will recommend to the Government of Northern Rhodesia the establishment of an independent commission of inquiry into the charges made against the Congress leaders.
§ Mr. J. AmeryUnder Section 4B of the Northern Rhodesia Emergency Powars Ordinance, the Governor is obliged to set up a Commission when he has taken action under Section 4A of the Ordinance. In consequence of his making the Safeguard of Elections and Public Safety Regulations, 1959, the Governor appointed Mr. N. C. A. Ridley as Commissioner to inquire into the circumstances which gave rise to the making of those Regulations. His Report was recently submitted to the Governor and is now being examined.
