§ Sir D. EcclesYes. The Government think it would be inappropriate to deal only with tenants of Board of Trade factories and not of other industrial premises in Scotland. Legislation would be necessary to remove the difference between English and Scottish law in this respect. There would only be a case for this if there was a widespread demand for such a change in respect of private as well as of public property.
