§ Mr. GodberIn spite of difficult weather conditions good progress has been made in the river improvement works and construction of a relief channel. My right hon. Friend expects work on the relief channel and tidal river to be completed this spring and on the rest of the river early in 1962. The third stage of the scheme, the construction of a "cut-off" channel, has not yet begun and the question of a starting date is under consideration.
