Mr. Wadeasked the Secretary of State for Foreign Affairs, in view of the fact that it is not the policy of Her Majesty's Government to permit the sale to foreign countries of arms to be used for the purpose of carrying on a civil war, why the sale and shipment of arms to Cuba was permitted after May, 1958.
§ Mr. ProfumoWhen approval was given to the arms sales in question, action against the Cuban Government was confined to isolated guerilla activities, and the forthcoming election seemed to offer the hope of a solution. When later in the year it became clear that these hostilities had begun to spread, it was decided to authorise no further sales.
