Mr. Stonehouse

asked the Secretary of State for the Colonies if he will publish in the OFFICIAL REPORT details of the Ministerial appointments recently made by the Governor of Northern Rhodesia and their precise responsibilities, and define the constitutional status of such Ministers in relation to the authority of the Governor.

Mr. Lennox-Boyd

After the recent General Election, the Governor of Northern Rhodesia made the following appointments to Ministries: the principal matters with which they are concerned are noted.

Secretariat

Chief Secretary—E. D. Hone, C.M.G., C.V.O., O.B.E. Law and Order, Establishment: Race Relations: Information; Executive and Legislative Councils.

Ministry of African Agriculture

Minister of African Agriculture—E. Mwamba. African Agriculture: Animal Husbandry: African co-operatives: African marketing.

Ministry of African Education

Minister of African Education—G. Musumbulwa. African Education: Publications Bureau.

Ministry of Finance

Minister of Finance—R. A. Nicholson, C.B.E. Territorial revenue and expenditure: Taxes: Territorial Accounts: Audit: Loans and investments.

Ministry of Labour and Mines

Minister of Labour and Mines—H. J. Roberts, J.P. Labour: Mines.

Ministry of Land and Natural Resources

Minister of Land and Natural Resources—A. E. Carlisle. Lands (other than Native Reserves and Native Trust Lands): Natural Resources: Water Development and Irrigation.

Ministry of Legal Affairs

Attorney-General—B. A. Doyle, Q.C. Legal and judicial matters: Administrator-General.

Ministry of Local Government

Minister of Local Government—S. R. Malcomson. Local Government: African Housing Boards: Welfare and Probation Services.

Ministry of Native Affairs

Minister of Native Affairs—G. S. Jones, C.M.G., M.B.E. Provincial administration: African administration: Native Courts: Rural Development: Kariba resettlement.

Ministry of Transport and Works

Minister of Transport and Works— W. G. Dunlop, J. P. Transport: Works.

Ministers are members of the Executive Council appointed in accordance with the Royal Instructions. They are required to accept collective responsibility for Government policy. Each Minister is responsible to the Governor in Council for the administration of his Ministry.

Copies of the Additional Royal Instructions made on 19th January, 1959; of despatch No. 121 of 11th March, 1959, to the Governor of Northern Rhodesia setting out more fully the principles of Ministerial responsibility; and of Northern Rhodesia Press Communiqué No. 158 of 6th April, 1959, giving fuller details of the subjects dealt with in the respective Ministries have been placed in the Library of the House.
