asked the Minister of Transport and Civil Aviation if he is aware of the difficulties occasioned to local councils by the fact that their car parks are used as dumps for unwanted vehicles and for selling second-hand vehicles; and if he will take steps to give powers to local authorities to deal with this nuisance.

Under Section 68 of the Public Health Act, 1925, local authorities have power to make byelaws which can prohibit the use of a parking place for or in connection with the sale of vehicles or any other article. Our Department is examining, in consultation with other interested Departments, the need to give local authorities additional powers to deal with vehicles abandoned in car parks and, if such a need is established, the best means of giving those powers.
