§ 95. Mr. Bottomleyasked the Secretary of State for Foreign Affairs what views have been expressed by Her Majesty's Government during discussions on the plans for a Colombo Plan for Africa drawn up by a study group of experts set up by the Consultative Assembly of the Council of Europe and recently considered at Government level by the deputies of the Ministers of the Council of Europe.
§ Mr. Selwyn LloydRecommendation No. 159 of the Consultative Assembly of the Council of Europe, which is concerned with this matter, is still under consideration by the Committee of Ministers. These deliberations are confidential; and I have therefore nothing to add to the reply given by the then Joint Parliamentary Under-Secretary on 21st July.
