§ Mr. WatkinsonBy doubling the Investment Allowance for U.K. shipping the Government have already taken steps to reduce the competitive advantages of shipping registered under flags of convenience, whether United States-owned or otherwise. The problem of the rapid expansion of these tax free flags is at present under consideration, but I can promise no early solution.
