Friend is watching figures for employment in all regions and he will add to the list of places for which financial assistance is available, should the returns make this necessary. In the Northern Region, though there has been some increase in unemployment, there are no places, apart from Scarborough and Whitby where unemployment is so high and persistent as to justify including them on the list.
