§ Mr. WatkinsonThe following tables show average traffic flows in 1954 (excluding pedal and motor cyclists) between 5 p.m. and 7 p.m., which is the peak period of the day. They are based on the Metropolitan Police census of July, 1954, supplemented by observations by the Road Research Laboratory in the autumn and winter of that year. The figures -represent vehicles per hour. The increase in these flows since 1954 is estimated to be not less than 12½ per cent.
