§ Mr. WatkinsonApproximately 13 million copies of the present edition of the Highway Code have been distributed free to schools, drivers and others, and free distribution continues to persons taking out a provisional driving licence for the first time, and drivers from overseas. I am not prepared in present circumstances to reduce the price of the Code or to provide a cheaper edition.
