asked the Secretary of State for the Colonies why he does not propose to discuss the plans for Malta's integration with Great Britain with the Opposition in Malta before their publication; what undertaking in this connection was given by him or the Governor to the Opposition in Malta; how many members of the Maltese Legislature are in Opposition; and what percentage that is of the total membership of the Legislature.

As regards the first two parts of the Question, the Governor, with my authority, informed the Opposition in Malta on 19th August that they will be afforded an opportunity of commenting on the terms of the integration agreement when it is in its final draft form and before its formal presentation to Parliament. The figures asked for in the last two parts of the Question are 17 out of 40 and 42½ per cent.
