BrookeUnder Section 18 of the Clean Air Act, 1956, the owner of a colliery spoilbank is required to use all practicable means for preventing combustion, and for preventing or minimising the emission of smoke and fumes. It is the responsibility of the local authority to ensure that this requirement is complied with, but my Alkali Inspectors are available for consultation if desired.
