asked the Secretary of State for Foreign Affairs whether he will publisch a White Paper on the Government's design for reducing the overlapping between the various inter-Governmental organisations and international parliamentary institutions in Europe and the North Atlantic area.

Mr. Ian Harvey:

The proposal known as the "Grand Design" was put forward not as a cut-and-dried plan but as a broad suggestion for the future pattern of Western co-operation. These and other ideas are now under discussion with our friends, and I doubt the value of publishing them as a White Paper at this stage.
