asked the Chancellor of the Exchequer if he is aware that, in invoicing motor cars to visitors under the personal export plan, manufacturers' handling charges are incurred from £10 upwards, which are not payable by

domestic buyers, and that this charge is due to the need, first, to wrap the entire vehicle in paper and seal it, and, secondly, to unseal and unwrap it to comply with British customs requirements when the buyer takes delivery in this country; and if he will take steps to end this brake on the personal export scheme.
