Robertsonasked the Secretary of State for Scotland whether, in view of the North of Scotland Hydro-Electric Board's demands for premiums for electricity connections to crofters and other consumers in the Highlands, he will now require the Board to regard these costs as capital charges to be met by the Board and written off over a period of years.
