THE EARL OF GOSFORDExamples of the non-fulfilment of recommendations on political questions adopted by the Security Council and in the General Assembly are as follows (in chronological order):
SECURITY COUNCIL
I. Israel and Egypt
Resolution of November 4, 1948
In this resolution the Security Council called upon the interested Governments, which included the Government of Israel, "to withdraw those of their forces which have advanced beyond the position held on October 14…". This referred to the Israeli occupation of the Negev area.
II. Korea
Resolution of June 25, 1950
The resolution called for the "immediate cessation of hostilities" and "upon the authorities in North Korea to withdraw forthwith their armed forces to the 38th parallel". This resolution was not complied with until the Armistice Agreement was made in July, 1953.
III. Suez Canal
Resolution of September 1, 1951
In this resolution Egypt was called upon "to terminate the restrictions on the passage of international commercial shipping and goods through the Suez Canal, wherever bound, and to cease all interference with such shipping beyond that essential to the safety of shipping in the Canal itself and to the observance of the international conventions in force".
This resolution was never fulfilled.
IV. Israel and Arab States
There have been several resolutions calling upon the Government of Israel to take effective measures to prevent military 348WA action in breach of the General Armistice Agreements, whether or not undertaken by way of retaliation. The most recent was that adopted by the Security Council on January 19, 1956.
