asked the Minister of Health the present machinery and method used for the ascertainment of handicapped children.

Local Health authorities have a duty to make arrangements for the care of all young children and to ascertain mentally defective children. Local education authorities have a duty to ascertain what handicapped children require special educational treatment. Handicapped children may come to the notice of these authorities from many sources including parents, family doctors, hospital and child welfare clinics, school medical officers and teachers, health visitors, and welfare workers.
