The minor differences between the scales are a reflection of the different engagement structures in the Services. In each the granting of discharge by purchase is now subject only to Service manpower needs and the Service Departments have discretion to reduce the rates on compassionate grounds or, in cases of extreme hardship, to remit them altogether.
