asked the Secretary of State for the Home Department what powers are vested under his regulations in the children's officer and committee of local authorities to restrain a young person of 17 years from returning to an undesirable home.

No powers of restraint are available in respect of a person aged 17 unless an order for his detention in legal custody is in force.
