Mr. Brockway

asked the Secretary of State for the Colonies what will be the terms of reference, functions, and agenda of the official Inter-African Labour Conference to be held in Lusaka in August.

Mr. Lennox-Boyd

The Inter-African Labour Conference holds biennial sessions under the aegis of the Commission for Technical Co-operation in Africa South of the Sahara (C.C.T.A.). It provides a forum for the discussion of common problems in labour administration, and for the exchange of information on labour policies and practice in the African territories concerned. Recommendations are made to the member Governments of the Commission.

The proposed agenda for the Fifth Session at Lusaka is as follows:

  1. (i) Methods of settlement of labour disputes.
  2. (ii) Methods of wage-fixing.
  3. (iii) Employment of women:—
    1. (a) legal protection,
    2. (b) maternity,
    3. (c) opportunities of employment.
  4. (iv) Vocational training:—
    1. (a) advancement of African workers,
    2. (b) training of supervisors.
  5. (v) Social security:—
    1. (a) old age pensions,
    2. (b) sickness benefit (excepting compensation for industrial accidents and occupational diseases).
  6. (vi) Progress reports on the implementation of past recommendations:—
    1. (a) trade unions (1st Conference),
    2. (b) workmen's compensation (2nd Conference),
    3. (c) prevention of accidents (3rd Conference),
    4. (d) employment services (4th Conference).
