asked the Minister of Housing and Local Government whether he is aware than tenants who raised grounds for objection to increases in rent arising from the Housing, Repairs and Rent Act, 1954, are being discriminated against by the refusal of landlords to offer them a new agreement on their premises being decontrolled; and what steps he has in mind for giving additional protection to this class of tenant.

The provisions of the Rent Act, 1957, encourage landlords of decontrolled properties to make new agreements with the sitting tenants. Tenants who wish to make new agreements must be willing to pay a rent fairly related to the value of the house. Provided that they enter into negotiations with that understanding I would expect agreement to result in most cases, though there are bound to be some in which the parties are unable to agree.
