asked the Secretary of State for the Colonies in how many Government hospitals and clinics in Kenya charges are made for out-patient treatment; what proportion this is of the total; and what effect the introduction of charges has had on attendances.

Out-patient charges are made at thirty-five hospitals and clinics out of a total of fifty-four. In the first month after the introduction of fees there has been, on average, a fall of about half in out-patient attendances, but in-patient admissions have risen at most of these centres.
