§ 54. Mr. Zilliacusasked the Prime Minister whether the Foreign Secretary's declaration at the opening of the United Nations Disarmament Commission on 18th March, to the effect that Her Majesty's Government were willing to consider partial disarmament arrangements as a preliminary to a comprehensive agreement, represents the policy of the Government.
