Mr. C. I. Orr-Ewingasked the Minister of Transport and Civil Aviation whether he is aware that the handling of air line passengers is made slower and more costly by his regulation that a list of passengers must be carried ; and whether, in view of the abandonment of this regulation by European countries, he will take the same step in the United Kingdom.
§ Mr. WatkinsonThe carriage of a list of passengers by aircraft engaged in international navigation is a requirement of the Chicago Convention on International Civil Aviation which is binding on all Contracting States. Many European States have ceased to require copies of the passenger list to be presented to public authorities and consideration is at present being given to a similar step in the United Kingdom as regards flights to and from the Continent.
