asked the Secretary of State for Scotland if he will introduce legislation to amend the marriage law in Scotland so as to prevent young people who are unable to get married in England from crossing the border to take advantage of the easier conditions governing marriages in Scotland.

No. A fundamental alteration of the Scottish marriage law would be needed, and I do not think this would be justified.
