§ Mr. Lennox-BoydThey are the general conditions attaching to all colonial development and welfare assistance as laid down in Section 1 of the Colonial Development and Welfare Act, 1940 (3 and 4 Geo. VI Ch. 40), supplemented as necessary by detailed accounting instructions. It is also an invariable condition that Her Majesty's Government should be satisfied about the constitution and degree of autonomy of the administering body.
