asked the Secretary of State for the Colonies what consultations took place between Her Majesty's Gov ernment and the East African High Commission and the Governments of Kenya, Uganda, and Tanganyika, respectively, with reference to the Aswan Dam Scheme; and what was the nature of the replies received.

Mr. Lennox-Boyd

Her Majesty's Government have been in close consultation over a long period with the Governments of Kenya, Uganda and Tanganyika about the Aswan Dam Scheme and other projects for the use and control of the Nile waters. As I told my hon. Friend, the Member for Stafford and Stone (Mr. H. Fraser), on 21st March, the Governments of Egypt and the Sudan have been informed as a result of these consultations that Her Majesty's Government formally reserve their rights to negotiate on behalf of the three East African territories with the Egyptian and Sudanese Governments for an agreed share of the waters of the Nile.
