§ Mr. HareThis section makes it an offence to watch or beset a place in such a manner as to prevent persons proceeding on their lawful occasions. It does not apply to action which is lawful under the provisions of any law relating to trade unions or trade disputes. It is designed to preserve the liberty of the subject.

Mr. Bennasked the Secretary of State for the Colonies why Section 6 (63) (b) of the Amended Tanganyika Penal Code, Ordinance 49, 1955, which makes the publication of certain statements an offence, except when published for certain specified purposes, does not include as one of these authorised purposes the publication of these statements, in the public interest, as part of a political campaign.
