Mr. Grimondasked the Secretary of State for the Home Department, in view of the observations of the court in the case of Miss Jean Callender, if he will send a circular to local authorities drawing their attention to the circumstances in which proceedings ought and ought not to be taken for obtaining care and protection orders.
§ Captain Kerbyasked the Secretary of State for the Home Department if he has considered the remarks of the Lord Chief Justice in re Callender; and if he will send a circular to local authorities drawing their attention to the need for restricting requests to the courts for care and protection orders to cases where it is clear that persons in charge of children are failing in their duties and not otherwise.
