§ Mr. H. BrookeOn the few occasions when H.M. Stationery Office has had surplus paper for disposal it has been sold by competitive tender. A sample of the paper referred to by my hon. Friend indicates that it was part of a surplus of wartime substitute paper of very low quality which was disposed of by the Stationery Office in 1948.
