When invited to act as Commissioner, Mr. Baker informed me that he was a member of the National Farmers' Union but assured me that he took no part in its activities and was not a producer of eggs for sale. I was satisfied that his connection with the Union, from which he resigned before the inquiry began, was not such as to affect his impartiality in any way.
