asked the Secretary of State for Scotland which local authorities have hitherto published detailed annual statements of expenses paid to councillors; and whether he will issue regulations prohibiting higher rates where publication is discontinued.

Local authorities are not required to publish detailed annual statements of expenses paid to councillors and I am not aware that any have done so. Maximum rates of travelling, subsistence and financial loss allowances for members of local authorities are prescribed by the Local Government (Travelling Allowances etc.) (Scotland) Regulations, 1954, and the Local Government (Travelling Allowances etc.) (Scotland) Amendment Regulations, 1954.
