§ Mr. WatkinsonRadar observer courses have been available for some years and I have now decided that from 1st June, 1957, candidates for a certificate of competency as second mate (foreign going) or mate (home trade) must have attended one of these courses and obtained a certificate of proficiency as radar observer.
