asked the Minister of Pensions and National Insurance whether he will amend Section 8 of the War Pensions (Administrative Provisions) Act, 1919, in order to allow widows of soldiers disabled in the 1914 war the same right of appeal as the widows of men disabled in the 1939–45 war.

I am afraid that it would not be practicable, at this very late stage, to extend the categories of 1914–18 war widows in whose cases there is a right of appeal to the tribunal. For these reasons I feel bound to follow the view adopted by my predecessor in 1947 when the new system was introduced for 1939–45 war cases.
