Mrs. Whiteasked the Minister of Transport and Civil Aviation to make it obligatory to endorse a motor vehicle registration book when the vehicle is subject either to a hire-purchase agreement, which is still in force, or is subject to the payment of Purchase Tax or Customs Duty if it is retained in the United Kingdom after a certain date.
§ Mr. Boyd-CarpenterI have considered the hon. Member's suggestion about the endorsement of registration books, but have concluded that it would be no real check on fraud because endorsed registration books could be declared lost or destroyed and so have to be replaced by clean ones. To prevent this, local councils would have to keep a record of all licences with their endorsements, and I do not think there are sufficient grounds for the substantial amount of work involved.
