Hyndasked the Secretary of State for the Home Department whether he is aware of the dissatisfaction being caused by inequitable application of the law in regard to football lotteries and similar money-raising efforts as between one county and another, and even within the same county, as, for example, in Lancashire; and what advice he proposes to issue to chief constables on this matter.
§ Major Lloyd-GeorgeThe question whether proceedings should be instituted in an individual case is a matter for the chief constable concerned to decide on the facts of the case, and I have no authority to interfere with this discretion.
