§ Mr. Callaghanasked the Minister of Transport and Civil Aviation why it is the policy of the United Kingdom Government not to refer complaints about increased shipping freight rates to the Commonwealth Shipping Committee, in view of the fact that the committee's terms of reference include this purpose, and there is no other public investigation into the necessity for increased rates.
