§ Mr. J. StuartThis board was established in April last but is not yet functioning because the 21 local authorities concerned have been unable to agree about the extent of their representation on it. In these circumstances I have decided to prepare an administrative scheme for the board, and I shall be submitting a draft Order to the local authorities for consideration very shortly. In addition to local authority representatives, the board will include representatives of industry, agriculture, and fisheries.
